The Salisbury City Council approved its five-year capital improvement plan for fiscal years 2027–2031 and advanced several ordinance items on Feb. 9.
Council adopted Resolution 3455 to formalize the capital improvement plan used as a five-year planning tool for the budget process. During ordinance consideration, council approved second readings and voice votes for multiple PAYGO reallocations and budget amendments. Ordinance 2971 authorizes the mayor to reallocate PAYGO funds from completed water-sewer capital projects to provide $130,000 in additional funding for the fluent filter pump, as stated in the ordinance (presented at second reading). Ordinance 2973 appropriates an additional $50,000 to the Salisbury Fire Department’s medical-supplies account. Ordinance 2974 authorizes the mayor to accept a $5,000 grant from the Maryland Institute for Emergency Medical Services Systems and to amend the grant fund budget accordingly.
On first reading, the council approved Ordinance 2976, a FY2026 budget amendment to appropriate $167,500 for Salisbury Zoo part-time staffing needs. Councilmembers recorded no amendments to the ordinances at the readings presented.
Council members noted the CIP approval releases bond-reallocation authority and moves several capital projects forward; the clerk and finance staff will follow up on budget bookkeeping and grant-acceptance paperwork.
