The Iron County Commission approved a development agreement with Equestrian Trails Ranch LLC covering roughly 264 acres between 4000 North and 4600 North and 3700 West and 4400 West in Cedar City.
Planning staff presented a conceptual master plan showing a mix of half-acre and larger lots, a maximum density of two dwelling units per acre, and a nonstandard 100-foot right-of-way that includes a landscaped center median, borrow ditches and a 12.5-foot trail on each side. Staff said the unusual cross-section would keep the same asphalt width as a conventional R-1-Half road but split it with medians and trails; the HOA would be responsible for landscaping and maintenance of non-asphalt features while the county would maintain the pavement.
The planning commission recommended approval and asked the applicant to codify existing ARHAB (animal rights) standards into the development agreement so future owners retain current animal-keeping allowances. Staff and the sheriff’s office raised operational questions about emergency vehicle circulation; the developer said turnouts and median noses at intersections would be provided to preserve maneuverability.
A commissioner moved to approve ordinance 2026-4 (the development agreement) and to include the animal-rights provision; the motion was seconded and carried by voice vote. Staff said additional technical requirements, secondary access improvements and drainage/retention features will be verified in subsequent engineering submittals.
