Commissioners voted to approve a letter of relinquishment to the Utah Department of Transportation related to a grandfathered billboard on the Adams property north of Cedar City.
Staff and city representatives explained the sign is a long-standing, grandfathered structure located within the city annexation boundary but in the county’s jurisdictional area; the county previously held permit responsibilities under a longstanding agreement from the 1970s. UDOT staff had raised the permit as an outstanding issue, and county staff proposed relinquishing remaining county permit control and directing UDOT and city staff to manage the sign under municipal authority.
Commissioners directed staff to use the agenda language as the basis for the letter, with the county attorney (John Whitaker) finalizing verbiage and addressing any UDOT requirements. The motion passed by voice vote; staff will finalize the letter to the UDOT permits officer and provide coordination with Parowan City and the chamber of commerce regarding content control and ongoing arrangements.
