Berkeley County Council and the Community Services Committee adopted two ceremonial proclamations during their February meeting: one recognizing February 2026 as Black History Month and another designating Feb. 12, 2026, as NAACP Day in Berkeley County. The proclamations were moved, seconded and carried without recorded opposition.
The NAACP proclamation recounts the association’s founding in 1909 and its legal legacy, and notes that a Goose Creek branch was chartered in 2004. Sherina Haynes, who identified herself as a member of the Goose Creek NAACP branch, thanked the council for the recognition and described the branch’s local work: “Just want to thank county council for, acknowledging, NAACP founding, as we celebrate, hundred and 17 years of advocacy,” she said.
A separate proclamation marking Black History Month noted the centennial of organized Black history observances and urged residents to reflect on the theme “African Americans and labor through Education, Service, and Civic Engagement.” County Supervisor Johnny P. Cribb is listed on the proclamation as the adopting official. Both proclamations were presented from the dais and accepted by the committee and council members.
These items were ceremonial proclamations: no regulatory action or budgetary appropriation was recorded in the transcript. The council paused briefly for photographs and brief remarks after the proclamations were read. The proclamations were adopted during the Community Services Committee portion of the evening and required no follow-up action recorded in the minutes.
