The Greenfield City Council spent the bulk of its Dec. 12 meeting debating how to fill the at‑large council seat left vacant when Lance Walker became mayor.
Staff began the discussion by outlining two choices available under state law: call a special election at the next regularly scheduled date (March 2024) or appoint a successor to serve the remainder of the term. Staff reported the county’s cost estimate for a stand‑alone special election at between $41,000 and about $118,000 and said an appointed successor would take office sooner but the council could structure the appointment process in different ways.
Public commenters and three written letters read into the record pressed competing approaches. Several residents and community groups urged the council to solicit applications and interview candidates so the public has an open process. By contrast, endorsements in the record — including multiple letters supporting former councilmember Andrew “Drew” Tipton from regional boards — urged appointing a person with existing committee experience to maintain continuity on intergovernmental bodies.
Councilmembers diverged sharply. Some members said the seat is legally an at‑large position and should be opened to all city residents; others argued that because Greenfield is transitioning to district elections the interim appointment should come from one of the as‑yet unrepresented districts (Districts 2 or 4) so every neighborhood has direct representation. Several individual nominations were made from the dais and roll‑call votes were taken on proposed appointees, but no final appointment was approved.
After extended discussion and public testimony, a majority of the council voted to open an application process and to move the item to a future meeting so staff can publish application materials and the council can consider those applicants at a later date. The council directed staff to return with a proposed schedule and application form for council consideration. The item remains continued; no permanent successor has been seated.
What’s next: Staff will prepare application materials and a target timeline for review at a subsequent council meeting; the council has up to 60 days from the vacancy to either appoint or order a special election.
