- Lutheran Community Services proposed a new TBRA program focused on immigrants and refugees (and other eligible households), requesting $231,900 HOME and $68,100 CDBG to serve 35 households; staff asked about administration and Lutheran said it will leverage existing case‑management grants to cover non‑HOME billable activities.
- SHARE applied to serve 15 households with a request of $230,770 HOME/$69,230 CDBG; SHARE has operated county TBRA since 2005 but was underspent in 2025 because of staff turnover.
- The Salvation Army requested $167,000 HOME and $33,000 CDBG to serve 25 households; a prior Clark County award ran 2023–24 and experienced a delayed start.
Staff emphasized program safeguards: households are required to participate in case management and must complete income recertifications at intervals set by each provider; providers may opt not to renew assistance at recertification if households do not engage. The board asked how the program prevents families from losing housing after the 24‑month limit; staff said agencies begin planning six months before time out, coordinate with the Housing Solutions Center, and seek other local funding or program transitions when available.
