The Winneshiek County Board of Supervisors opened a public hearing on a request to rezone lots in Anderson’s Addition in Fort Atkinson from A-1 agricultural to R-2 unincorporated residential, a request submitted by applicant Max Kravachek.
Planning and Zoning had recommended unanimous approval. Speaker 7 read two letters from adjoining landowners, Charles Ria and Larry Ria, which expressed strong opposition; one letter raised concerns about swampy ground and drainage, and Planning and Zoning minutes reflected discussion of tile and drainage work on the site.
Board members asked whether the property would connect to city water or sewer and were told private sewer was proposed, and that the county cannot require connection to city infrastructure because the parcels are outside municipal limits. After discussion, a supervisor moved to approve the first reading and the board voted in the affirmative.
Clerk read the ordinance amending the Winneshiek County zoning ordinance to change the zoning classification for Lots C and 1D in Anderson’s Addition to R-2 and to direct county staff to update the zoning map. A motion to waive second and third readings carried and the ordinance was approved and ordered published.
The board’s action follows Planning and Zoning’s recommendation and reflects the board’s finding that the request is consistent with the Winneshiek County comprehensive plan. Neighbors’ written objections were noted on the record; no public speakers appeared on the audio record opposing the rezoning during the hearing.
