HB 20-23 would allow licensed escrow agents to record a seller’s affidavit of disclosure and expand the information required in that affidavit (for example, details about private wells and septic systems). Sponsor Representative Griffin said the intent is full disclosure to prospective buyers; members discussed the governor’s prior veto of a similar measure and consumer protections raised in the veto message.
HB 2100 would authorize county boards of supervisors to adopt regulations allowing small land subdivisions of six to ten parcels where each lot is at least two acres and not subject to assured or adequate water-supply requirements. Sponsors framed the bill as a rural housing affordability tool; opponents raised concerns about groundwater and long-term water security.
Both bills were advanced out of committee and will proceed to the House rules and floor process.
