The presenter said the measure aims to widen the pool of candidates and add qualifications and vetting procedures that are not currently required. The resolution also removes the university president’s authority to select a student's nominee for student regent; instead, the student body would recommend a candidate directly. The amended language strengthens a rule barring party registration changes for nominees: nominees must have their party registration unchanged for one year prior to selection (six months for student regents).
Committee members asked clarifying questions about the proposed language and its effects on partisan switching and on the role of university presidents. After discussion, a senator moved for a due pass and the committee recorded all members present voting in the affirmative; the chair announced the resolution passes the committee stage.
