Bay City routes multi-phase basic housing site plan to planning commission with MHT Housing partner

City staff presented a routed site plan for a multi-phase basic housing project that will replace some single-family houses with new rental buildings and townhomes. Speaker 4 said the front of the project will include two- and three-story buildings with a mix of one-, two- and some three-bedroom units, and that townhomes will face Madison, 11th and Jefferson streets.

"We have a partner, MHT Housing, out of Oakland County," Speaker 4 said, noting the partner manages properties such as Midland Manor and is experienced in the regional market. Commissioners discussed parking needs, unit counts (Speaker 4 estimated roughly 50–58 units), maintenance considerations and that the project had been routed to the planning commission on an expedited schedule.

Speaker 4 asked reviewers to return comments promptly; the planning commission submission and review window were described as imminent. The plan was described as likely to be built in two phases, with market factors determining phasing. Speaker 4 emphasized maintenance concerns and suggested design tweaks now to avoid long-term upkeep problems.
