Commission discusses outreach, survey results and grant structure as next steps for CRR funding

Commissioners spent substantial time on outreach strategies and the design of the grants program that will distribute CRR funds.

Bogar Marino, a health department staffer, told commissioners the existing community survey had "161 responses" and urged broad distribution. Commissioners and staff suggested multiple canvassing and engagement approaches — tabling at county events, partnering with faith institutions and community schools, holding translated outreach (Spanish), timing outreach for evenings or recreation events and pairing outreach with services such as naloxone training to increase attendance.

Members discussed grant structure and equity. Staff reminded commissioners of county rules that limit supplanting of government programs and that operating grants (for salaries and core operations) differ from program grants (project‑specific funding). Commissioners raised concerns that strict no‑supplanting rules can disadvantage community organizations that already deliver services; staff said the commission can consider allowing operating support in limited, transparent ways but must remain within county procurement and reporting rules.

Commissioners volunteered to convene informal topic conversations between formal meetings — on affordable housing, workforce development and reentry services among other areas — and staff asked volunteers to schedule those conversations and share notes to inform recommendations targeted for March 1.

Next steps: staff will keep the survey open, provide translation and canvassing support, and return with draft grant templates and criteria for the commission’s review.
