Jill presented a revised Randolph County employee policies and procedures manual that the county has worked on for more than a year with assistance from an employment-law firm. She said the manual incorporates federal legislation such as the Pregnant Workers Fairness Act and the PUMP Act, formalizes well-being leave and competency-based "proficiency pay" that moves employees through pay ranges up to a standard job rate, and includes recognition bonuses for employees reaching 15, 20, 25 and 30 years of service.
Commissioners asked implementation questions, including about remote and hybrid work practices; Jill said remote work remains in use where appropriate and departments determine suitability. The board moved and seconded a resolution to adopt the manual and approved it by voice vote.
Chairman Frey and fellow commissioners praised staff work and said the county will bring more frequent, incremental policy updates in the future instead of large periodic overhauls. No specific new costs were identified during the meeting; staff said some provisions (recognition bonuses) will be ongoing and have been incorporated into policy language.
