Senator Stanley told the Health committee that Senate Bill 15 65 creates the framework for the Oklahoma Health Care Authority to receive federal grants for the Transforming Maternal Health (TMAH) model and to support a whole‑person approach to pregnancy, childbirth and postpartum care. He said participation is voluntary and no state dollars are required to receive the federal grant.
Committee members considered and adopted an amendment that requires the authorities administering the model to electronically submit a final report to the governor, the president pro tempore of the Senate and the speaker of the House after completion of the TMAH model. The amendment specifies the report "shall summarize the services rendered under the TMAH model, veil financial information, report measurable outcomes for the population served, and evaluate the performance of the program." Senator Hicks asked whether the report would be publicly available; Stanley said he thought so and agreed it was important to make the report available to everyone.
Sponsor Stanley said the model will include nutritional support services, aligning with prior legislation on food as medicine. The committee adopted the amendment by voice vote and passed the bill 12‑0.
Next steps include further legislative consideration of any accompanying appropriations or administrative rules needed to implement grant‑funded activities; the reporting amendment creates a clear deliverable for legislative oversight.
