The Birmingham City Council on Dec. 30 approved a series of appointments to the Birmingham Human Rights Commission and amended an existing resolution to re-establish a separate arts and culture committee.
At the meeting the clerk read a resolution appointing district representatives to the Human Rights Commission, naming Rosalyn Short (term to 01/31/2029), Emily Northrop (01/31/2029), Tiffany Saxton (corrected spelling; 01/31/2029), Patrick J. Talley (term ends 01/31/2027), Brandon M. Cleveland (01/31/2027), Robert Young (01/31/2028), Izette Ridley McNeely (01/31/2028) and Tremaine McIntosh (01/31/2028). The clerk noted no submission had yet been received for District 5; councilors voted to approve the listed appointments.
Separately, councilors voted to amend resolution 19-58-25 (adopted Nov. 4, 2025) to reflect that arts and culture should be handled by a distinct committee rather than a combined committee. The president explained the amendment simply separates the previously combined committee so the council can reflect an Arts and Culture Committee on its committee list; the motion carried.
Both measures, along with routine items on the consent agenda, were approved during the meeting. The consent agenda was passed in a single roll call after councilors confirmed no items were being pulled for separate discussion.
Votes at a glance:
- Consent agenda: Approved (motion and roll call vote; chair announced items passed).
- Item 22, resolution appointing Human Rights Commission members: Approved.
- Item 23, amendment to resolution 19-58-25 to add an Arts and Culture Committee: Approved.
The council did not specify next steps for filling the vacant District 5 Human Rights Commission seat during the meeting; terms and effective dates for appointed members were read into the record. The meeting adjourned after public comment and final business.
