Sam Rickman, JBC staff, presented the Department of State’s FY26-27 prioritized decision items. The department withdrew an R3 request for a Webmaster FTE, and staff recommended approval of two IT-focused items: phone-system modernization (R1) and an initial planning phase to migrate the department’s Informix database (R2).
The committee approved annualization of a supplemental to fund additional legal resources previously approved in January. The R1 phone modernization was approved; staff said the current phone vendor is ending support and the department needs a supported system with modern call-routing and reporting features. The R2 request funds an initial planning and consulting phase to evaluate how to replace Informix, which staff and committee members noted is an older database platform with limited vendor support.
Representative Taggart objected to the R2 planning request, suggesting the state should explore in-house expertise and Office of Information Technology (OIT) resources before hiring external consultants. Rickman said the department operates as a separate agency and typically does not have access to OIT resources, which the department cited as rationale for outside consulting.
The committee approved the phone modernization and the Informix planning request (R2) after discussion; the phone request passed unanimously and the Informix planning passed 4-1 with Representative Taggart recorded as objecting. Staff also proposed a conditional transfer from the Electronic Recording Technology Fund pending the March forecast and TABOR status; the committee voted to adopt that option pending the forecast.
