Commission approves development-agreement change to allow Duke Energy substation in Allison Creek PD

York County staff presented a proposed third modification to the Allison Creek planned development agreement to add "major utility facilities" (defined for this purpose to permit an electrical substation) as a permitted use on a 10-acre parcel in Pod 1.

Staff explained Duke Energy subdivided and purchased a 10-acre site within Pod 1 and desires to build a substation to serve the surrounding community. Commissioners asked whether the substation would serve nearby data-center loads, what buffers and height restrictions would apply, and whether accessory structures for maintenance or equipment would be permitted; staff said buffers required under the PD and any 2008-code standards that apply will govern and that accessory maintenance/storage buildings are anticipated and would be permitted as necessary.

After discussion, a motion to approve the DA amendment passed. Staff said the location was chosen to allow straightforward connection to existing high-power lines in the area and that PD standards and any necessary buffers will be applied when Duke submits final plans.
