Subcommittee approves consolidated permit language to speed Norfolk coastal project

Delegate Hernandez presented a section 1 substitute for HB 487 to streamline permitting for phase 1 of Norfolk’s Coastal Storm Risk Management (CSRM) project. The substitute creates a consolidated process for numerous bottomland easement permits so the city can meet Army Corps requirements without pursuing 100+ individual easements.

The sponsor said the language was negotiated with the city, the attorney general’s office and federal partners, and that it preserves environmental protections while reducing administrative burden and costs. “This does not in any way erode any of the environmental protections that are required as part of a normal permit,” the sponsor said.

City representatives from Norfolk confirmed support for the consolidated approach, and the Army Corps of Engineers participated in discussions and signaled agreement. The committee moved and seconded to report HB 487 with the substitute; the recorded roll call reported the bill as 10-1 in favor.

The substitute is intended to speed project delivery and reduce per-permit costs; it will advance to the next stage of legislative consideration.
