Westminster City Council on Feb. 9 passed Councillor Bill 4 on first reading, authorizing the City Manager to execute an economic-development agreement with Red Lotus Den, LLC for a proposed eatery and entertainment venue at 5815 West 89th Avenue in downtown Westminster.
Councilor Adam Barajas moved the bill on the basis of staff recommendations in the agenda memo; Councilor Jack Johnson seconded. A roll-call vote recorded unanimous approval and the bill advanced on first reading. Staff described the item as a first-reading authorization that allows the City Manager to finalize the agreement consistent with the terms in the staff memorandum.
