The Historic Compliance and Technical Advisory Board voted to deny a request to paint the exterior of three masonry buildings at 204 East Rosewood (case no. 2025-342).
Staff told the board it did not recommend approval. Applicant Ernie Bridal attended and provided supplemental materials; Eddie Berhellen, representing Roofsharks, presented a proposal to apply mineral-based paints to the top (yellow) masonry only, arguing the products are breathable, removable and can protect masonry while remaining reversible.
Commissioners challenged the proposal on historic-preservation grounds, saying painting masonry typically alters character-defining features such as brick-to-mortar contrast and that repair, restoration and masonry-specific vendors in San Antonio could address deterioration instead. One commissioner noted the district guidelines discourage painting masonry. Staff replied that the board had approved similar mineral paints in some instances and that some state-level approvals exist, but the board emphasized the default position against painting masonry.
A commissioner moved to approve staff recommendations (effectively denying the painting request), the motion was seconded, and roll call followed. Each member present voted in favor of the staff recommendation and the motion carried. The chair asked the applicant to work with staff to seek alternative solutions.
