The Corona City Planning and Housing Commission voted 5-0 on Feb. 9 to grant a two-year extension for a precise plan allowing development of a 107-unit senior assisted living and memory-care facility at 4.3 West Foothill Parkway.
Senior planner Rocio Lopez summarized staff’s recommendation to grant the extension (case PPE2026-0002), saying the original precise plan (PP2023-0006) was approved Feb. 12, 2024 and that the applicant submitted a timely request on Jan. 29, 2026. Lopez said the project site is approximately 5.15 acres and called out 75 assisted-living units and 32 memory-care units in the prior approval.
Lopez told the commission the applicant experienced unforeseen complications related to utility locations and transformer siting, which required plan changes and additional plan-check corrections. "They had unforeseen regarding their utility locations and working with Edison," Lopez said, noting transformer and easement work produced resubmittals.
Commissioners queried whether the commission’s action needed to go to City Council; staff clarified the planning commission has authority to grant precise plan time extensions. Commissioners also asked whether final construction plans had been resubmitted; staff recounted prior submittals and said the applicant had been diligent in responding and working with staff, with remaining grading and building plan checks still in progress.
No public speaker cards were received for the item and no public commenters spoke when the hearing was opened. A motion to adopt Resolution 2682 granting a two-year extension for PPE2023-0006 was moved and seconded; the commission approved the motion on a 5-0 vote.
The extension preserves the 2023 approvals while the applicant finishes utility coordination and pending plan checks; no new entitlements were granted at the Feb. 9 meeting.
