On opening day the Clerk read an extensive list of bills and resolutions for first and second reading covering a broad set of policy areas.
First‑reading items included a bill "to amend Code Section 48‑7‑40.1" relating to tax credits for business enterprises and many other measures assigned to committees such as Ways and Means and Health. Second‑reading items included bills relating to public assistance, transfer‑on‑death deeds, transfers of funds to the Georgia Judicial Retirement System, election administration, insurance, administrative procedure, certificate‑of‑need exemptions, long‑term care ombuds programs, compulsory school attendance, conservation and natural resources, state government, libel and slander, and education grants under the Quality Basic Education Act.
The Clerk also read privileged resolutions recognizing individuals and organizations; the House adopted those resolutions without objection. The House confirmed the journal of the previous legislative day and dispensed with further reading when appropriate.
Most bills were read by caption to establish their referral to committee; no floor debate on the merits of individual substantive bills was recorded during the reading period on opening day.
