Representative (bill sponsor) told colleagues HB33 would eliminate an account that complicates the state budget and move obligations and funds into the general fund so the public can better understand state spending.
"We're gonna move those funds to the general fund," the sponsor said, describing the measure as a simplification after line‑item vetoes in the prior session. The sponsor reminded members that a $10,000,000 expenditure for a shooting park had been placed in the prior bill and was among the items affected by vetoes.
Opponents raised fiscal alarm. Representative Harshman warned the proposal "will cut 250,000,000 a year in revenue" from the permanent mineral trust fund spending policy, citing the change in the spending profile and arguing it would reduce long‑term investment income. Representative Nicholas urged members to reject introduction, calling the change "the wrong thing to do" on short notice.
The sponsor pushed back, saying funds were not disappearing and that obligations would still be met from the general fund; the sponsor framed the change as restoring legislative control after line‑item vetoes.
On roll call the bill received 36 aye and 26 no and failed to reach the required two‑thirds threshold for introduction. The result leaves the issue for further committee work or reintroduction later in the session.
