The Garfield County Board of County Commissioners approved the Sages at Aspen Glen major subdivision preliminary plan during its Feb. 9 afternoon session, authorizing a development of seven duplex buildings that will result in 14 dwelling units within the Aspen Glen PUD.
County planning staff summarized the application and recommended five findings and 18 conditions of approval; staff recommended striking condition No. 10 after the applicant provided supplemental stormwater information and consulting-engineer review. The application proposes connections to the Roaring Fork Water & Sanitation District (RFSD) for potable water and wastewater: RFSD provided a can-and-will-serve for 15 equivalent residential units (EQRs). The applicant also proposed a lift station that remains under technical negotiation with the district and potentially subject to Colorado Department of Public Health & Environment (CDPHE) site-location review depending on sizing and engineering details.
Key technical issues and conditions: County staff and the applicant addressed geotechnical concerns (collapsible soils) and committed to lot-specific geotechnical analysis at permit stage; stormwater modeling was reviewed to ensure the new development integrates with the Aspen Glen stormwater detention system; utility providers requested standard easements and the Board required final utility and construction details as conditions for final plat approval. Planning staff noted the road layout requires a waiver because the shared private road exceeds standard length and uses a turnaround configuration accepted by the consulting engineer and the fire district.
Applicant presentation and design: The applicant team presented site plans and visual simulations showing proposed building placement, landscape screening, and efforts to reduce cut-and-fill impacts and preserve berm screening along County Road 109; the design review committee will next evaluate final architectural details per the PUD design standards.
Board action: After the public hearing and applicant presentation, a motion to approve the preliminary plan with the staff-recommended findings and 18 conditions — striking condition No. 10 per staff recommendation — was moved, seconded and approved. The final plat, construction agreements and subdivision improvement agreement will follow with specific technical materials required for county acceptance.
