The Troy Board of Park Commissioners on Feb. 9 voted to recommend that the city accept grants earmarked for a playground turf upgrade at Duke Park and to authorize staff to seek bids for acquisition and installation not to exceed $190,000.
The board amended its agenda to add the grant recommendation and then approved a motion to accept funds from the Troy Foundation and the UVMC Community Benefit Fund to cover the playground upgrade and turf. After the grant acceptance vote, the board approved a separate recommendation that city counsel be authorized to advertise for bid for the work, with a limit of $190,000.

Parks staff also flagged several related items slated for council consideration next week. According to Mr. Tetherington, staff will ask council to authorize requests for proposals for detailed design and engineering for Duke Park and related professional services, noting the council process typically precedes full contract awards. "We will be asking them to authorize us to do request for proposals, related to the more detailed design and engineering plan for Duke Park," he said.
Tetherington told the board that staff expects the council committee to recommend three capital items: a request to include up to $410,000 in the future-year capital plan to support a skate-park project (contingent on private donations), a proposed $2,650,000 appropriation to the Park and Recreation Capital Fund, and a $2,100,000 estimate for an irrigation-system replacement. The $2,650,000 package was described as covering multiple priorities, including approximately $500,000 toward community-park playground equipment and turf for 2026 and $50,000 for pool-upgrade design; staff said details and phasing would be finalized through design and council approvals.
Board members noted the committee-week process means these capital items will be debated at council committee before full-council votes. Mr. Tetherington said the items are expected at council meetings next week and that committees are likely to make recommendations to the full council.
