Sioux Falls board reviews legislative bills, opposes charter-school measure and changes to opt-out petitions

Mr. Veek delivered the board’s legislative update, summarizing the district’s positions on multiple House and Senate bills and joint resolutions that would affect school funding and governance.

He described support for free meals for reduced‑price students (House Bill 1082) and opposition to measures he and staff view as threats to district accountability and funding stability, including Senate Bill 218 (which would establish charter schools with broad exemptions) and proposals to lower petition thresholds for opt‑out or excess levy referenda. He noted the board opposes measures that would substitute blanket exemptions for local oversight.

“We oppose that,” Mr. Veek said in reference to SB218, calling it a “key bill” and expressing concern that a blanket exemption from state rules would reduce accountability. He also discussed the mechanics of petition thresholds and the practical effects of proposed changes to signature requirements.

Board members discussed the balance between local budget processes and giving taxpayers a say; one member emphasized the district’s existing public budget process and said feedback to the district has been limited. The board voted to approve the positions presented by staff.

The board did not adopt any formal legislative language at the meeting beyond approving the positions staff recommended; individual bill texts and committee action remain the domain of the state legislature.
