Penobscot County Commission takes single RFP under advisement; bid estimated at $83,100–$112,900

At a Feb. 9 special meeting, the Penobscot County Commission opened one request for proposals and voted unanimously to take the single submission under advisement for departmental review.

An unidentified staff member read the RFP submission from Derrigo Strategic Advisors, described the company’s background and a phased two-month support plan, and said, “The total estimated range of cost for this is $83,100 to $112,900.” The presiding unidentified speaker then asked for a motion to place the submission under advisement; commissioners voted in favor and the chair declared the motion unanimous.

The commission’s stated process is to open the bid, allow the department head and finance director to review it, and return to the commission with a recommendation. The staff member said the director of finance and the administrator would review the materials and “then we'll make a recommendation to the commission probably tomorrow via Zoom.” The transcript does not record the names of the members who moved or seconded the motion.
