Councilmembers discussed a large, multi-component capital project that would widen 925 East and 7375, install curb, gutter and sidewalks, replace aging water mains, and build a new storm-drain system that would extend to Canyon Meadows Drive.
Brandon and engineering staff said the road work itself is a moderate share of cost, but the critical driver is the storm-drain conveyance: without an outfall or downstream capacity, the storm system must be sized, routed and funded before the curb-and-pavement work proceeds. Staff outlined two financing approaches: (1) advance the full combined scope using capital and fund balances (borrowing short-term against other funds and repaying with future storm-drain impact fees), or (2) coordinate with a pending development to route stormwater north through new development (potentially lowering city costs) and phase work accordingly.
Staff recommended not advertising construction bids until the council signals whether it is willing to commit to the core storm-drain/water-line work or to pursue a development-coupled alternative. Council asked staff to pursue bids in spring, continue design work already at 30% for much of the corridor, and return with clearer cost allocations by fund (water, streets, storm-drain, impact-fee eligible portions) and repayment scenarios.
Ending: staff will seek bids, refine phasing and cost estimates, and analyze impact-fee borrowing or developer cost-sharing options before a final FY27 appropriation.
