MTA board approves Nolensville Pike planning MOU to begin all‑access corridor work

The Metropolitan Transit Authority board voted to approve a memorandum of understanding that will start advance planning for the Nolensville Pike all‑access corridor, staff said.

Vince Malone, an MTA staff member who presented the item, said the MOU formalizes collaboration between the mayor's 'Choose How You Move' office, MTA, TDOT and Metro Planning and positions MTA as the administrative lead responsible for procurement, contract management and coordinating the planning work. Malone said the corridor planning is intended as an early step to seek federal Capital Investment Grant funds.

Board members asked whether MTA would absorb upfront costs; Malone said any expenses paid to vendors will be reimbursed through the Choose How You Move program and identified Michael Briggs as the project manager in the mayor's office. Members also confirmed the MOU had been reviewed by partners' legal teams.

The operations and finance committee moved the item forward, and the full board voted verbally 'aye.' Chair Gail Carr Williams declared, "Nolensville, here we come." The motion carried.

Next steps: staff will execute the MOU and begin the planning work anticipated to start in 2026 and report progress to the board as procurement and scope details are developed.
