The bill also clarifies that the Department of Administrative Services (DAS) is responsible for declaring whether state‑owned buildings or land are vacant or excess and that the DAS director may grant utility easements on state land.
Committee members asked procedural questions about residual funds: a senator asked where funds left in a program (for example, the Nebraska Potato Development Committee) would go if the board or program is ended. Arch said he believed such funds roll to the general fund but committed to confirm the correct disposition.
