Tulare council previews new strategic‑planning dashboard and Achieve It rollout

City staff on Feb. 6 demonstrated Achieve It, a cloud‑based platform the city will use to track strategic priorities, goals and projects, and to show residents progress via a public dashboard.

Thomas, the staff lead for the initiative, said the tool will help the council and departments “identify when [an initiative] should occur in relation to all the other things we have going on,” and allow staff to link projects to measurable outcomes. Joe Krause, a co‑founder of Achieve It who led the demonstration, showed how priorities cascade into goals, projects and milestones in a tree view designed to make progress visible to both staff and the public.

Krause emphasized low maintenance for users: staff and project leads receive monthly email prompts to update status without having to log into the system. He cited client dashboards used by other cities, where green/yellow/red indicators flag on‑time work and items that need attention.

City staff said Joe Krause and his team will run work sessions on Feb. 25 to complete data entry and finalize measures. Council members asked how council input and constituent tracking could be incorporated; staff said the initial rollout will focus on the strategic plan and that other public‑facing trackers can be considered later once the system is live.

The city manager said staff will return draft materials ahead of May deadlines so council can provide revisions, and that the tool will be used to align longer‑range projects — from street repairs to economic development — with measurable outcomes.

The next public step is a series of staff work sessions and a follow‑up presentation to council; staff plans a phased rollout of Achieve It elements once the dashboard and measures are finalized.
