Planning Commission flags property‑yard and Fire Station 3 for later facilities review, recommends more site detail

Planning staff asked the Fairfax City Planning Commission on Nov. 24 to delay formal public‑facilities review of two large projects—the proposed property‑yard redevelopment and Fire Station 3—until the city has identified likely sites and finer design or scale information.

Under state code, the planning commission must determine whether a new public facility not identified in the comprehensive plan conforms with the plan before it can move forward. Staff said that without a proposed site for the property yard and without finalized location/scale for Fire Station 3, the commission cannot complete a meaningful conformance review and recommended postponing those reviews until more details are available.

Commissioners responded in two ways: some urged waiting so the commission can provide a focused review once location and design are known; others said the commission should provide guidance now on planning and phasing given the projects’ interdependencies. Commissioner Rice suggested a site tour and department briefings for Fire Station 3; Commissioner (S4) warned that moving the property yard could reshape police, fire and parks renovations and therefore urged front‑loaded planning.

Staff said it would provide additional information and could invite department heads or project managers to future meetings. The commission did not take a formal vote to require or block either project but set direction to gather site and cost information before initiating the public facilities review process.

Next steps: staff to compile location/scale data and, if available, feasibility and site selection materials; commissioners may request targeted briefings or tours.
