Commission asks staff to track state energy, waste and Zone 0 bills; consultant to report back

At the Feb. 5 meeting commissioners reviewed a staff proposal to re-engage Emmanuel Jones and Associates to track state legislation relevant to the commission's priorities.

Staff listed sample areas for monitoring: built environment, transportation emissions, extended producer responsibility (including SB 54 and revisions to the Responsible Battery Recycling Act), Zone 0 regulations and solid waste. Commissioners requested adding energy efficiency and water efficiency to the list. Staff said the consultant will identify bills in each bucket, monitor bill progress, and return with regular reports so the commission can draft letters or recommendations to city council.

Commissioners and staff discussed timing and mechanisms for quicker response: several commissioners urged that the commission make selections and recommendations by April to influence any city-level positions before bills advance. Staff agreed to ask the consultant for a timetable, suggested sign-ups for listservs or sponsor offices for rapid alerts, and said a consultant presentation could be scheduled for April to allow the commission to take action in the same meeting. The commission also asked staff to collect relevant local ordinance/policy references to cross-check against state proposals.

Closing: Staff will finalize the list of areas to track, add energy and water efficiency, and request Emmanuel Jones and Associates return with a proposed monitoring schedule and an initial set of bills to review with the commission.
