DUNEDIN, Fla. — City staff spent a substantial portion of the Feb. 5 meeting explaining why a prefabricated restroom planned for Grand Oak Park carries a contract price of roughly $454,679 and responding to public social‑media concern about perceived extravagance.
City Manager Jennifer and project staff said the city used a competitive piggyback procurement (Sourcewell / state contract) to obtain a PRC prefabricated restroom model (PPS033) at a discounted base price of $232,736. Additional costs cited included installation ($58,000), a crane ($23,274) and architectural enhancements (porch, brick wainscot, drinking fountain and other aesthetic and durability upgrades) that together brought the contract to the $454,679 figure. Manager Jennifer told the commission, "There is a lot of misinformation out on social media regarding the restroom facility for the Grand Oak Park...When it's completed, it will be the centerpiece of the east end of downtown."
Staff emphasized that prefabrication reduces design fees and on‑site construction markups, and that the selected unit includes heavy‑duty finishes, ADA compliance and a 20‑year structural warranty. Commissioners asked about competitive options and manufacturing location; staff said the contract was a national piggyback procurement and the selected manufacturer and model best met downtown design aspirations. Commissioners requested continued cost oversight and periodic updates.
