The Board of Park Commissioners on Feb. 5 reviewed and recommended approval of proposed playground designs and budgets for four neighborhood parks: Bluestem (new park), Eagle Cliff (replacement consolidating two older play areas), Northeast Lions (replacement) and Sutton Place (replacement).
Park planner Megan Phelan said the projects were bid against fixed budgets; vendors were asked to deliver the best playground for the specified budget and to include synthetic turf safety surfacing and shade structures. She said the department received more than a dozen proposals and recommended the designs from the vendors that best met the site needs and budget.
In public comment, Sutton Place resident Jillian Mueller asked the commission to consider poured rubber (pour‑in‑place) rather than synthetic turf because she said synthetic turf can compress, puddle and hide hazards for toddlers. Mueller also asked for a gated playground for toddler safety and a nature/bird theme to reflect the adjacent Sutton Wilderness. Staff answered that pour‑in‑place surfacing is roughly twice the cost of synthetic turf and would likely require rebidding, which could produce a significantly smaller playground within the same budget. Staff said the department could pursue fencing options or neighborhood cost‑sharing and could work with the vendor to adjust the theme where budget allows.
The board moved and approved the proposed designs by voice vote and staff said they would follow up on potential theme changes and fencing options with the neighborhood before forwarding contracts to council. Staff estimated procurement would take about 90 days and construction roughly 90 days after contracts are executed.
