ST. CHARLES COUNTY, Mo. — The St. Charles County Police Department released a community briefing and body-worn camera recording after an officer-involved shooting on Oct. 17, 2025, that left a 33-year-old man dead.
Captain David Tiefenbruin, commander of the department’s Bureau of Criminal Investigations, said dispatchers received a 911 call at 6:37 p.m. reporting an active physical domestic in the 600 block of Hickardale Drive. "This video is not intended to draw any conclusions, it merely stating the facts of the incident," Tiefenbruin said at the start of the briefing.
The department played recorded dispatch audio that named the suspect as "Frankie Navarro, age 33," and relayed that the reporting party told dispatch the man was intoxicated and "is hitting his parents." On arrival, an officer observed a man and a woman wrestling on the front step, the captain said, and described the male holding a large knife. According to the briefing, the officer repeatedly ordered the man to drop the knife and backed away as the subject moved closer.
Tiefenbruin said the officer fired his service handgun after retreating for several steps; the subject was struck, dropped the knife and fell to the ground. "He was pronounced deceased at the scene," the captain said. The department said investigators recovered a large knife and that law enforcement fired a total of six shots during the incident. The officer began rendering first aid and radioed for medical assistance, the briefing said.
Audio captured on the body-worn camera records multiple voices at the scene repeatedly saying, "Drop the knife," and others attempting to render aid; the recording also contains bystanders calling the subject "Frankie." The department cautioned that camera angle, lighting and a 30-second video-only buffer can limit what viewers see and hear.
The St. Charles County Critical Incident Response Team conducted the investigation, including forensic analysis and witness interviews; when investigators completed their review, the case was referred to the Office of the St. Charles County Prosecuting Attorney for an independent review, Tiefenbruin said. The briefing also noted that some content has been redacted consistent with Missouri law.
The department identified the officer involved only by age and experience: a 24-year-old with two years of law enforcement service. No officers were reported injured. The department closed the briefing by reiterating a commitment to transparency and providing the recorded materials to the public for context.
Next steps: the Prosecuting Attorney’s Office will review the case file; the department did not provide a timeline for that independent review.
