Board awards $13M-phase lease-leaseback to Erickson Hall for Hermosa Valley modernization

The Hermosa Beach City School District board on Feb. 4 approved awarding a lease-leaseback contract to Erickson Hall Construction for preconstruction and construction services on the Hermosa Valley School Modernization Project for the initial phase, which staff described as approximately $13 million of a broader $28 million program.

Dr. Wilds and consultant Allen Rising explained that the district received proposals from five firms, used a best-value rubric established by an earlier board resolution and independently scored proposals before selecting three finalists for interviews. Rising said lease-leaseback is an authorized procurement method under California Education Code section 17406 that allows selection "based upon best value criteria," including qualifications and price.

Staff said the selection committee's independent scoring and interviews determined Erickson Hall provided the best combination of qualifications, price and capacity to move the project forward. The board discussed questions about phasing, whether later phases will be rebid, and confirmed that subsequent construction phases will come to the board for approval.

The motion to approve the lease-leaseback award was moved, seconded and approved by voice vote.
