Steve (Speaker 8) presented procurement results for janitorial services at the new terminal and recommended awarding the contract to Lowcountry Commercial Services after a scoring and interview process. He said the contract begins around July 1 and is structured as one year with up to four optional renewals. "We brought the top 5 back in, and we interviewed those guys, and then we rescored those again... and after the interview process and the scoring process, they won this again," Steve said.
A motion to approve the contract was moved and seconded and recorded as approved without recorded negative votes. The board discussed that bids were higher than current payments and that cleaning the new terrazzo will require specialized machines; Steve said a parking spot for a cleaning machine was included in plans.
The board also approved grouped applications for ATAX (town of Hilton Head Island) and hospitality funding through Beaufort County to support inbound marketing and local visitor-focused efforts; staff noted application amounts are requested but final awards will be determined by the granting authorities.
Later in the meeting, county staff (Speaker 10) explained a December 8 procedural change that requires appointments and seat transfers to go through the clerk’s office rather than informal chair-led shifts. Staff said a standard operating procedure will be circulated and that reappointments will follow the new process. Board members asked for clarity on seat assignments, term expiration dates and how reappointment timing will be handled; staff agreed to provide a list of board seats and term expirations.
