Legislators said they expected more transparency on contracting pathways after some potential bidders reported not being aware of opportunities. DCF officials said they issued numerous RFPs but in some procurements did not receive bidders, and pledged to provide a contracting roadmap and follow up with interested members. Members also flagged concern that Red Clover’s interim status could extend beyond a year and questioned whether a one-time appropriation is appropriate if the temporary facility remains in use for multiple years.
The department agreed to meet with committee members to provide detailed contracting and spend-forward information and to clarify carry‑forward balances and expected ongoing costs before the committee makes final budget recommendations.
