City staff presented the conceptual plan, describing a proposed multifamily residential subdivision comprised of 150 single‑family lots and planned setbacks, a 50‑foot right‑of‑way and sidewalks. Staff said the plan conforms to the PD plan and standards and recommended approval “subject to the concurrency developers agreement receiving council approval prior to approving the subdivision plan.” Emily Johnson (staff) told the commission the concurrency agreement is scheduled for council consideration in January with final action in February.
