The San Luis Economic Development Commission approved the consent agenda item adopting minutes from the October 1, 2025 meeting after a motion and voice vote. The commission also moved and approved the creation of a bylaws review work group to recommend updates; the motion named Oscar Franco, Linda Padilla and Salma (transcribed as Munoz) to serve with staff coordination.
Staff presented the public art program developed with Designing Local and said the city will pursue three primary funding sources for an annual program budget: competitive grants, a requested $30,000 allocation from the general fund and public–private partnerships or donations (staff named interest from 1 AZ Credit Union and Alofiber). Proposed installations focus on downtown beautification and pedestrian safety: a mural at the former Del Sol/Goodwill building, a municipal-court wall, art at a decommissioned well site, crosswalk art tied to a GM/Main Street grant for traffic calming, and painted utility boxes.
Staff also briefed commissioners on current projects including preparing nominations for two historic districts (estimated 18-month process), master planning for key historic sites, a downtown business/property-owner survey to evaluate enhanced services, and planned business outreach events (a business luncheon in late March to review construction impacts, a small-business mixer on May 6 and a Good Morning Yuma event in August). The meeting adjourned following a motion to close.
