League: TIF, CRA and HTRZ bills under active discussion at the Capitol

An unidentified speaker for the Utah League of Cities and Towns told members that a suite of bills affecting local tax tools — including TIF (tax increment financing), Community Reinvestment Areas (CRA) and HTRZs — are under active discussion at the Capitol.

"I've also heard a lot of people reaching out about, the TIF bills around CRA, around HTRZs, all of those different tools and mechanisms," the speaker said, adding that there are many bills on those topics and "a lot of discussions going around on that."

The League said there is not yet a clear direction on these proposals and that legislative negotiations are ongoing. Members were encouraged to raise specific concerns at the LPC meeting so the League can prioritize follow-up.

Why it matters: changes to TIF, CRA or HTRZ policies can alter redevelopment incentives and local financing tools municipalities use for economic development and infrastructure projects. The League said it will monitor developments and report back to members.
