Historic West End partners and developer present Weaver Street Market-led mixed-income 5 Points plan

Jatanya Adams, Executive Director of Historic West End Partners, and Jordan Jones (Integral Group) presented the 5 Points P3 concept: approximately 1.25 acres catty-corner to Johnson C. Smith University, planned as a vertical mixed-use building with ground-floor Weaver Street Market (a food cooperative), office/incubator space on the second floor, and about 145 mixed-income apartments above.

Jordan Jones said the development would follow the City's Housing Trust Fund policy and meet HTF affordability rules; he cited an overall goal that roughly 80% of units would be affordable at or below 80% AMI and that at least 20% of units would meet the HTF requirement of 30% AMI when the full application is submitted. Jones also announced a philanthropic commitment to the project: "Knight Foundation has committed $6,000,000 to this project already," he said.

Council members praised the collaborative approach and asked staff to continue coordinating housing and economic-development elements with community partners. The presentation followed the committee's earlier approval of a short-term land-acquisition loan to secure the site; presenters emphasized the development's focus on local-serving retail (food co-op), living-wage jobs, and small-business support.
