City leaders reviewed the city’s response to a recent winter storm and recognized staff for emergency work and community support. Mr. Ray thanked public‑works and public‑safety teams and relayed staff praise for crews who kept roadways clear and maintained emergency access during the snow event.
Staff described the storm’s scope and operational choices: crews worked with Onslow County, the military base and schools; the city closed Monday and Tuesday and operated under a two‑hour delay the following days. "We were able to to get out and about and to manage the streets. We were able to respond to emergency calls," Mr. Ray said, thanking street superintendent Kelly Cannon and fire‑department leadership.
Staff also highlighted community scenes and parks usage, with photos and remarks about sledding and schoolyard activity. Officials said some vehicles became stuck and crews aided motorists; they repeatedly thanked the teams who worked during the event.
In personnel news, Mr. Ray announced that Ron Massey was presented the 2025 Assistant Manager of the Year award by the North Carolina City and County Managers Association. Staff speakers praised Massey’s mentorship and long service. Mr. Ray called him an exceptional public servant and noted he will receive his plaque soon.
The council concluded the workshop after the recognition and a motion to adjourn was approved by voice vote.
