Commissioners push for clearer development pipeline and note council action on Independence Boulevard

During 'items from the commission' on Feb. 4, commissioners described a recent planning-session subgroup that identified process improvements the commission could pursue, including better public-facing tracking of development activity, coordination with county planning, review of development fees and faster application timelines.

Commissioner Pollock said the subgroup proposed a project-tracking map on the city's website to show ‘‘what is in the pipeline’’ and recommended a joint retreat or working session with the county planning commission to improve interjurisdictional coordination. Commissioners suggested a targeted subgroup will produce recommendations for how to streamline applicant review and reduce time-in-process for projects that have been in the queue for a year or more.

Planning staff reported to the commission that City Council recently approved a text amendment reducing lot-area requirements for duplexes in certain zones and that the council adopted a resolution withdrawing support for the Independence Boulevard extension after the NCDOT draft environmental impact statement identified significant adverse impacts. Staff said the resolution asks NCDOT and the Wilmington Urban Area MPO to consider alternatives that avoid severe impacts on neighborhoods.

Commissioners requested continued staff updates as the comprehensive plan update proceeds and signaled willingness to participate in cross-jurisdictional and process-focused efforts.
