Planning Commission unanimously recommends approvals on church plan revision, vocational school and multiple land-use requests

The Columbia County Planning Commission met and unanimously recommended approval of multiple land-use requests, including a major S-1 revision to allow a new church building and paved parking at 3592 Evans Tullocks Road and a conditional use for a vocational training school at 4210 Columbia Road, Suite 12B. Commissioners also approved a subdivision concept plan, a provisional home-occupation permit for a solar-refurbishing business, several temporary-use authorizations tied to hurricane recovery and residential repairs, and a PUD amendment to allow massage therapy at 4408 Columbia Road.

Staff presented the church plan revision and recommended approval, describing a proposed roughly 2,600-square-foot building, paved parking with a 70-foot fire access lane and nearby gravesites; staff said a written, executed shared-parking agreement prepared by an attorney must be in place before permits issue. "So staff is recommending approval for the new church building and paved parking," staff said during the presentation. The commission voted to recommend approval; that recommendation will be forwarded to the Columbia County Board of Commissioners for final action on 2025-01-07.

Applicants and community representatives spoke in support of items. Pastor Glover, speaking for the church team, thanked commissioners and staff: "I'm pastor Glover, and I just want to... thank you all for the work that you all put in," he said, describing a long process and community collaboration. The applicant for the vocational school, Keishael Hayes, described an existing program primarily operated online with limited on-site practical classes; she said the school is working with the Georgia Postsecondary Commission and asked that the conditional-use approval be limited to the specific suite being leased.

Other actions included approval of a concept subdivision on Old Louisville Road proposing 27 residential lots that would use septic systems and minimum 2.5-acre lot sizes; staff cited an initial soil survey reviewed by the health department that showed suitable soils for septic on each lot. The commission approved a provisional home-occupation permit for Self Reliance Solar to use about 350 square feet of an accessory building to refurbish and assemble solar kit products, with staff noting limited site traffic. Several temporary-use authorizations tied to Hurricane Helene recovery and to allow RV occupancy while residences are repaired were approved.

A PUD amendment to add massage as an allowed use at 4408 Columbia Road was recommended for approval; staff noted the property sits in a professional corridor and the applicant holds the required state license. The commission recommended approval, subject to any standard conditions.

Votes were recorded as carried unanimously for items that reached motions; the commission did not identify roll-call tallies in the transcript, and its motions were recorded as "carries unanimously." The commission also voted to cancel the regularly scheduled Jan. 2, 2025 meeting because only a small number of applications remain for that agenda.

The Planning Commission’s recommendations will be forwarded to the Columbia County Board of Commissioners for final decisions on the matters that require county-level action. The commission adjourned after no legal matters or additional staff/commissioner comments were raised.
