PARK accepts third- and fourth-quarter audio/video, bias and operations reviews; announces Citizens Police Academy

The Police Advisory and Review Committee considered and accepted subcommittee reports covering the third and fourth quarters (July–September and October–December 2025). The audio-video subcommittee reported that of seven OPS cases reviewed there were five with audio-visual footage; the committee voted to accept the report.

The racial profiling/bias-based policing report (KPD General Order 1.41) showed zero alleged racial profiling cases reviewed by PARK for the quarter; the committee moved and accepted the reading of that report. The operations case review summary listed seven referral-action forms, 18 anonymous community complaints received via the PARK office, 13 community complaints referred to OPS or a captain, 13 total cases received (including IAU complaints), three pending cases and 10 closed cases for the quarter; the committee accepted the operations report.

Community updates included an announcement that the Knoxville Police Department is accepting applications for the Citizens Police Academy (session begins March 26 and runs 10 weeks on Thursday nights) and that the department reported being at full staffing strength for the first time in roughly 13 years. The committee set its next meeting for April 23 at the Larry Cox Senior Center.
