District staff recommended the board move forward with Groot for a five-year waste removal contract after finding errors in several submissions and receiving a corrected total from Groot.
"The apparent low bidder was Groot, which is our current provider," Stan said during the bid-results presentation. Stan told the board that Groot clarified an incorrect monthly total on its original submission and that the corrected monthly cost should be about $447.30. He reported a revised five-year total of $29,659.38.
Stan said Groot acknowledged omitting the compactor rental line item from its bid submission but told the district it would honor the submitted price rather than seek to change the contract. Staff said discussions with district legal counsel and Groot's long-term relationship with the district informed the recommendation to proceed.
Board members asked whether compactor rental savings were significant and about vendors' local advantages; Stan said compactor rental would have been about $3.50 per month in one line-item example and noted Groot already provides services to neighboring municipalities, which can affect logistics and pricing.
Administration will present the recommended contract at the Feb. 17 board meeting for formal action.
