The Area Planning Commission approved a slate of routine land-use matters at its February meeting, including a small two-lot subdivision on East Hain Road and a larger renovated subdivision in the Prairie View neighborhood, and it accepted staff reports after an executive director disclosure about a reporting error.
Executive director Jared told the commission a graph included in the submitted packet "left a number out" and was "not 100% factually correct." He said he has revised the information and will present updated expenditure figures and an amended fee-schedule ordinance next month.
Board action and highlights:
- Minutes and staff reports: Commissioners moved and approved the minutes and the staff status report by voice vote.
- Wood 2-lot subdivision (File 42026) — 9687 East Hain Road: Staff recommended favorable primary and secondary approval for the 3.57-acre tract, with conditions that Lot 2 not be developed until required soil borings and a sufficient drain tile outlet are completed; the health department had approved sanitary arrangements. The petitioner said the subdivision is intended to help his stepson obtain financing. The commission voted to approve the subdivision; the plat must be recorded within 90 days.
- Prairie View renovated subdivision (File 52026): Staff described a plan to reflect lots 649 through 657, creating eight new residential lots. Staff reported that most lots still do not meet minimum width or size requirements but that the city Board of Zoning Appeals had granted three variances. Josh Thompson, general manager of Renovative Solutions, said the developer now has a signed agreement with Indiana American Water to proceed with a water-main extension and that drainage, erosion-control, and fire-department approvals are in place. The commission voted to approve the secondary plat, subject to the normal permit and recording steps.
All motions on agenda items were made, seconded, and approved by voice vote; individual commissioners' vote tallies were not placed on the record. The meeting adjourned following routine business.
The commission's next steps include staff follow-up to ensure required documentation and approvals (soil borings, drain-tile outlets, drainage plans, fire-department approvals, INDOT access review where applicable) are received before permits are issued.
