County Clerk Robert Chrisman told the Allegany County Personnel Committee on Feb. 4 that the state will transfer DMV records into a new system and local DMV service windows will be closed for the transfer. Chrisman said the planned shutdown begins on the 13th and extends through the 17th, with a targeted resumption of service on the morning of the 18th; online transactions will be unavailable during the changeover and staff expect a backlog when the system goes live.
Chrisman said his office will provide certified copies of DD214s at no charge for veterans who file documents with the clerk’s office so veterans can keep certified copies in secure locations. He described a routine where county staff bring certified copies on request to support veteran status updates on licenses and other needs.
On revenue, Chrisman said the clerk’s office has seen improved revenues from mortgage tax filings and a surge in passport work tied to the real‑ID transition; he credited the state for sharing a percentage of DMV revenue with counties, which has helped local finances.
Chrisman requested approval for three positions to address staffing shortages: two senior recording clerk replacements (both fully funded in the existing county budget) and one temporary motor vehicle cashier/examiner to be converted from a current part‑time employee to full time through about August with limited benefits. He said the temporary conversion is fully county‑funded and reimbursed by departmental fees. The committee moved and approved each hiring motion by voice vote.
On staffing continuity, Chrisman and veterans office staff discussed contingency plans for brief periods when accreditation training or other required staff absences overlap; staff will monitor voicemails and provide remote or expedited coverage for urgent funeral or benefits requests when possible.
The committee approved the hiring motions and the clerk said details and paperwork are on file with the county.
