Deputy chief Jessica Trevazzano introduced ordinance 14 47 20 25 as a cleanup measure to establish subfunds so the city can transfer fees it has been collecting on behalf of the North Coast Waterfront New Community Authority (NCA).
Tre vazzano said an administrative error led to those NCA user fees being commingled with the city’s parking receipts and that, "the city has been collecting these fees since August 2025 and has collected just over $200,000" that cannot yet be transferred to the NCA because the subfunds have not been created. She outlined the fee schedule (as set by earlier legislation): $1 weekday for city‑owned lots (except Willard), $3 weekends and $5 for special events, with exemptions for monthly parkers and low‑priced special‑event lots.
Committee members asked whether the NCA had other revenue streams (the administration said not currently beyond parking fees and potential future user agreements) and whether the city could immediately transfer funds (staff said the subfunds must be created first). The chair said, "Hearing no other questions, we will sign it up and refer it over to finance," and the ordinance was referred to the Finance Department for execution and reporting back to the committee.
